I have to ship to a buyer with no feedback. His address is also unconfirmed and is ineligible for paypal seller protection. What is the safest and cheapest way to ship his item? (its a gameboy player and disc) I am going to insure it for sure.

Ship it in a box and make sure you get delivery confirmation. Media Mail is cheap but it could take a while before they receive it.

I wouldnt sell it at all. You would lose the dispute (If he filed one) because you shipped to an unconfirmed address even if you had delivery/signature confirmation.

If you really have to sell it, get a different type of payment (money order, concealed cash, etc.)

If the address is unconfirmed, you get no protection from PayPal whatsoever. You can get insurance, delivery confirmation, signature confirmation, whatever... it's all meaningless.

I usually email the buyer and have them send me a email confirmation of their address. I don't know if that has any relevance to paypal but it does at the least give me proof that I had the correct address. Also use confirmation.:)

he has already paid in full on paypal. If i do use delivery confirmation and insurance wouldn't that be enough to win a dispute or at the very least get back my money? I could use media mail as the guy only lives 100 miles away from me.

The insurance will cover you but it does take some time to get the money back.
You may want to set up your PayPal account to block payments from unconfirmed addresses. Also make sure you state in your listing that you only ship to confirmed PayPal addresses.

You'd lose a dispute for sure for shipping to an unconfirmed address. If you havent transferred the money to your bank account yet (or any other transfer), you can just issue a refund.

I highly reccommend doing that.

You will NOT win any sort of dispute with PayPal because you aren't covered by anything in order to be refunded. Simply issue a refund and ask him to confirm his address and resend payment.

Come on guys, people with unconfirmed addresses are not always out to get you. I ship to hundreds of unconfirmed addresses each year with no problems.

To the OP: Is the buyer's paypal account VERIFIED? Does the name on the mailing address provided match the name on the Paypal payment? Does the mailing address provided by ebay match the mailing address provided by paypal? If you answer yes to all of these, I wouldn't hesitate shipping the package out.

The paypal account is unverified. The ebay mailing address and paypal payment address do match. If I use delivery confirmation/insurance shouldn't i be able to get back my money from usps at the very least?

Ya, but you are taking the risk of losing out on your item and money. Better safe than sorry, imo.

To OP:
How much was the auction? If a high priced item, I wouldnt bother.

you can tell them that they have a week to confirm their address.

I almost got screwed by a buyer with no confirmed address. luckily i didnt send it to him since he turned out to be a scammer using his stolen money in paypal to cash out.

If you didn't put in the listing that you ship to confirmed addresses only, it'd be pretty lame to come back now with that requirement.

For $34 just ship it insured. If the buyer claims they didn't receive the item you can contact the post office and ask for a refund of the insured cost. If their records show it was actually delivered and they refuse to pay then you have a classic case of mail fraud, which the post office will sometimes help you resolve.
