I got this via email and it looks like it is a pre-order special with "34% off" the Steam price.

However I don't think it comes with any of the pre-order clans but for 1/3rd off the price before launch it looks like a good deal.

Of course it will provide a key to redeem on Steam and it does not require Shogun II to play.

You are getting confused with "Rise of the Samurai"

Rise is a dlc for Shogun 2, which chronicles the period before the events of the main campaign of shogun 2. "Fall" is a completely different campaign that does not require the base game to play, and chronicles the period long after the main game. Basically "Tom Cruise' s the Last Samurai, the strategy game of the movie." Lol.

I made that same mistake when I saw it for $2.50 and almost shat my pants, $2.50 is a hell of a discount from $30. Then I clicked on it and saw that it was the previous DLC.
