The law is the problem.
Many immigrants want to come over.
Many businesses want them (and need them) here.
Make it legal and pay them a fair wage. Then everybody wins.
As for the alcohol arguement, the problem is that these "party in the woods" teens dont just endager their own lives after the party. Everyone on the road/sidewalk has the possibility of being hit by the teens. Add to that the fact that most teens can't see the connection between their actions and the consequences, and the popularity that they gain by "rebelling" against an unpopular ageist law, and you have a perfect recipe for disaster. However with the current state of American hysteria that leads to banning anything related to fun, most cowards in congress won't touch the issue with a ten foot pole.
