Star Ocean Till the End of Time Manual

Anybody know why the manual to the GH version of Star Ocean Till the End of Time is outside the disc case but inside the shrink wrap?

There's a normal place to put the manual inside the case, but it was empty.

If it matters, I bought it at Target.

That's a good question. It's not like the manual can't fit inside the box.

I noticed and wondered this as well.

Its b/c the non-gh had a cardboard box, and I assume they just weren't allowed to open the game case so they had to just shrink wrap it in.

While the manual fits, it is a tight fit, and they probably didn't want to damage it.
