Sounds about as rare as the Halo 2 Collector's Edition, or Madden 2005 Collector's Edition, which is to say not exactly "ultra rare."

But hard to find can be considered rare, and there WERE limited copies of it pressed for XBOX, so I'd define it as rare.

The game is rare to the extent that B&M retailers will not be getting this restocked when they sell out, unlike the PS2 and GC versions.
I did a district item lookup the other day, not 1 store (13) had a copy of the game, new or preowned.
With the internet, NOTHING is rare. With time, I could find a sealed copy of Rez. But the point the OP is making is that it's very hard to find this in stores.
No need to say, "OMG this isn't rare! My EB has 5 copies of it!" because you're likely one in a million.
