Tron movies

So I've recently watched Tron again and the one thing I can't understand is why there are weapons in the world. Flynn would have to have made them? If so why would he and when clu took over there was nothing that could be altered or made to make them as clu can't create.

Just something I can't find out and it's been annoying me while watching the movies again and looking it up didn't come up with anything.

There's not a lot about Tron that makes any logical sense.

A lot of it does in the world that the movies take place in but the weapons thing does not.

Well, if you have a programs whose job it is to destroy other programs (anti-virus in nature perhaps), then the gun is just an expression of how they carry out their job.

I could have sworn I replied to this back in the day but I guess not. Your reply seems to be the best way to explain it because as I said while Clu can't create he can change a program so that could make it where he takes other things and makes them do things like the guns and such.
