Unauthorized payment case on Paypal... what to do?

I know this may not fit on this board exactly but the eBay forum site has been down for the past week for me -_-

This is the first time I have had this issue.

I noticed after I sold a LEGO set Paypal held the payment, saying there is an unauthorized payment case going on. So I checked it out and assumed maybe this guys account got hacked or was a scammer. So I pressed an I option I believe said that I have not shipped the item yet and I would like to refund the item. Now the case status has been "Being reviewed by Paypal" for several days. Last night the buyer emailed me asking if I had shipped the item yet. I hope I made a good response, I said that Paypal told me there was an unauthorized payment and I told Paypal what option I used and asked the buyer if they have checked their Paypal account about the issue.

Somethings to note about they buyer- unregistered, confirmed address, feedback of 8

I'm not really sure what to do right now. I want to call Paypal but they are probably closed for the Holidays. I'm worried this person may be a scammer.
 
That's exactly what you should do. You haven't sent the item, correct? If the payment doesn't go through and you don't send the item I'm not sure what you're worried about.

Is it possible I could get negative feedback? Also how long does it take for Paypal to review this kind of stuff?
 
Not much you can do at the moment. If PayPal doesn't get back to you within a day or two after Christmas, give them a call. Don't ship to the buyer. Since you've told the buyer what the situation is, I also wouldn't communicate with the buyer anymore until you hear more from PayPal. Sounds like a scam in the making, hoping you'd ship out the item before the funds were flagged as unauthorized.

You could get a negative feedback (I'm not sure where in the refund process eBay cuts that off, if at all) but given the circumstances you might be able to appeal the negative: http://pages.ebay.com/help/policies/inappropriate-feedback-comments.html

What kinds of auctions and people were the buyer's positive feedback from? Was the feedback from big sellers / major retailers on eBay who basically give automatic positive feedback upon payment?

I mainly feel like this is a scam because I put in my ebay description that I would ship it 24 hours after payment. perhaps I shouldn't do that anymore -_-

Honestly, negative feedback is the last thing to worry about. Just count your blessings that you haven't already sent and you're not getting screwed out of the money and the item because that's happened to a lot of people.

With that said, if the buyer is unregistered, then he/she can't leave you feedback.

You probably shouldn't do that anyway. Shit might pop up in real life, then you're going to get an uptight buyer nagging your ass or even leaving you negatives if you don't ship exactly within 24 hours. A 48 to 72 hour shipping window after cleared payment is still pretty speedy in terms of eBay selling.

Sorry I actually meant by unregistered that they are unregistered on Paypal. Does that matter or no?
 
You put in your shipping thing that you'd ship in 24 hours but that is only if you've received payment. You're not expected to ship something that you haven't received payment for yet.
 
Yea, I learned not to say anything about "Will ship in 24 hours" or "Will ship asap". I got a buyer who purchased and 5 minutes later asked why I didn't ship it yet. When I did ~1 hour after he paid, he left a 2/5 star for time it took to ship.

That's a good sign that they paid with a stolen card/account... or it's possible it's completely legit, but their bank flagged their account due to suspicious activity.

Either way, if he's just unregistered on PP, then he/she can in fact leave a neg. But just be rationale and explain what's going on if he/she gets upset.
