Pretty much every Valve game does -75% or more every few months (if not more often). Unless you positively can't wait to play these, there is really no reason to bother with the "sale"

Most likely from someone else - Steam gives out coupons for lots of things, someone's bound to have a Portal 2 coupon they don't want.
