video editing software

I thought it was worth a try asking this here.

I was wondering if anyone has had any experience with video editing software and might be able to recommend something that suits my needs.

Mostly what I'm wanting to do is clean up some video I have... I have a couple dvds of some old vhs tapes that were converted. The video is dark and the audio is really low. I'd like to be able to brighten the video up and also increase the volume level - but be able to cancel out any humming or hissing that may come with doing that.

To top it off, I'd like to be able to make a nice looking menu... I know some of them offer very generic looking menus.

I appreciate the help on this very much...

It's a project I'll be working on that has me excited about something for once!

I have seen some reviews but really they dont answer what I need to know. Adobe Premiere was one of the ones I was going to check out... and I guess the only one if nobody else has any suggestions.
 
From what little I know Adobe Premier is the best (but also most expensive ~$600).

I have used Pinnacle Studio and Roxio Videowave which are both under $100. I was taking AVI files from my MiniDV camcorder, editting them and creating DVDs. For my needs, I liked Pinnacle Studio better than VideoWave. I never did much video enhancing though so I'm not sure if either was any good.
