Who makes those images?

So I was wondering when a publisher releases a game for the 360, are they also responsible for making that little graphic of the game that shows on your gamer card? And what about the background image of the "last played" type gamer card such as the one in my sig? Do game developers really go through the trouble of making those tiny items so one could post them on message boards and Facebooks?
 
I believe whoever does the graphics for the game designs the Gamer Picture. In addition, the pictures can be resized (which is probably what MyGamerCard does). Thus, there's no need to create several Gamer Pictures that are different sizes.
 
But the background image of the last game played is different from the game icon. Where did MyGamerCard pull that from?
 
There are people who make them for fun or get paid to do it. If they go through the trouble of making all the graphics and design for the game and achievements, why wouldn't they make em for anything else?

Compare Games with Friend
or
If you click a friend and they're in that game, it's that icon.

Not sure. The CoD4 icon looks very familiar though.
