Why can't i make a new topic?

I get this

Technically that' says the trading forum though, not the refferal
 
Referral forum has the same restriction as the trading forum. Warning message needs to be updated, so I'll pass that along to CheapyD.

Also why we get so many new users who threadjack with their referral posts and get banned right afterwards. 'Cause they're whoring out for referrals.
