Because catloguing their games by case vs no case and creating a tiered trade structure based on that would probably be too impractical.
There are too many bad employees in the workforce that would either manipulate the system or ignore it all together, not to mention there's a lot of people (especially kids) who will steal cases.
Imagine if they sold games without cases $2 cheaper than with cases; the bad customers would buy the cheaper games and steal the cases. It happens, and I've seen it happen.
Likewise, if they offered less money for caseless games, a dishonest or ignorant employee may forget altogether to lower the value of the game as such.
We don't live in a perfect world, so there's too many riff-raffs and idiots out there.
