Deus Ex: HR on 360? DLC on 360 doesn't care about your region. This week I used a US Alan Wake full game download code on my Taiwanese gamertag, bought both DLCs on my US gamertag, and have been playing the game + DLC just fine on my UK gamertag, for example.
On PS3, you're region-locked on your profile. I'm no expert, but you should be able to buy DLC on an account which is the same region as the disc, and play with that account. More
