Question about Sonic/Monkeyball Combo Pack games

I had a question for anyone out there who owns the Sonic/Monkeyball two-packs. I ordered a copy of Sonic Mega Collection +/SMB Deluxe via Wherehouse. The case & manual reflect the combo pack but the discs themselves are two separate discs. The Sonic disc is a platinum version while the Monkeyball disc is a regular version of the game. Also, the game only has a spindle for one game, so the 2nd is just sitting in a sleeve.

Is this how it is supposed to be, or is the game supposed to be like Tetris/Star wars where it was the two seperate games on one disc?

I read descriptions for used copies of that combo pack online and all of them describe it as having two separate discs. I would have thought they'd all be on a single disc too, but I guess not.

Yea, I looked around and saw that on the descriptions for new copies, it said 2 discs as well. While it does seem half-assed, i'm relieved they didnt switch the discs on me.
