Calling this particular instance "game development" is a bit of a stretch. This sounds more like a hobbie as opposed to a full fledge production. But I never believe people who announce their retirement anyways, especially when it's geniuses like Carmack.

Nope, in fact he is currently working on the rendering engine for id's next game (which is unannounced, but it NOT going to be a Doom or Quake game). If you want to hear some of the technical details of it you can download his quakecon 2004 talk. Only do so if you know a lot about graphics or it will probably go over your head.
