Incomplete Trade Stuck in Limbo

I accepted a trade back in December through the CAG Marketplace system.

In short, there was difficulty agreeing on a method of payment, then payment was marked "sent", and I received nothing. The user stopped communicating with me soon after. Any further details really do not belong in a public post.

I could use some advice on which moderator to contact to resolve this. Thanks.
