I have been trading these for months with no problems, also they revised the rules not to long ago.
One of the main reasons that rule was in place was to stop the abuse a year or 2 back when everyone was buying humble bundles for 1 penny and getting unlimited coals from the Steam holiday event. But now since these bundles are at the very minimum $1 for Steam keys it's not a issue.
A white mod even went into the Steam trading thread and posted saying it was ok to trade them now.
