A: That's probably because you're checking the store well before the update happens. Updates typically happen between 4-7 PM EST on Tuesdays, so please check back then. Somebody will probably mention that it's live in this thread when it's available, just in case you're lazy.

A: Media Go is Sony's media manager program that lets you browse and buy stuff off of just the PSP's PS Store.
GameStop.com offers PS3 and PSP games and DLC on their websites along with letting you buy that stuff in their stores. GameStop will give you a code after purchase that can be redeemed either in the PS Store or under Account Management on the XMB. The results should let you see if that game has been on sale at any point in the past few years and give you an idea of whether it's better to get the game now or wait for a sale.
Q: When does a deal actually expire, as far as the last moment that I can grab the game at the sale price?
A: All sales end when the next update happens, which would be probably about an hour before the update actually appears in the New Releases section of the store. Since there isn't a set time for updates to happen, it would be in your best interest to not be putting off getting a game on sale for that long to have to worry about this issue.

A: Yes, anything you pay money for as a PS+ member is yours to keep forever. Most of the free content is attached to the subscription and expires once that sub lapses, but anything you buy is like every other purchase on PSN and is attached to your account and is playable forever.

A: Yes, you can keep playing those games for the length of your subscription. There's no need to rush yourself to beat those games within the month unless you're just enjoying it that much.

A: Unfortunately, no. You can only play them for as long as you have a PS+ membership, though games you buy with a discount are yours forever. If your sub lapses at all, re-subscribe will give you access to all of the games you previously had, so there's no reason to not grab them when they arrive.
Q: I noticed that some of my PlayStation Plus games do not have an expiration date on them. Are they mine to keep forever?
A: Unless you bought them, they all have expiration dates. The free titles that don't have expiration dates are those where you got a demo and an unlock key, which behaves differently than the normal games you usually get with PS+. Q: How many times am I allowed to redownload content that I've purchased?
A: Any games you've purchased can be downloaded as much as you want on up to two systems at once for anything beyond 11/18/11, so you can delete games whenever you need room and redownload them when you need them again easily. Everything you purchased before 11/18/11 still adheres to the original five system limit. Videos are a bit different in that your ownership of them expires once you download an item from the video store and delete it, though you're free to back-up that video to your PSP and then to your PC via Media Go.
Q: Are PSP Games playable on the PS3?
A: No, the only games playable on the PSP and PS3 are PS1 Classics, PS1 Imports, and PlayStation Minis at the moment.
Q: Can I pay exact change for PSN content?
A: Yes, though you need to at least have $5 worth of items to be able to pay exact change. This is done so that Sony isn't pay credit card fees on small $1 purchases, so if you don't have anything to push the total of the items in your cart above $5, you'll just get the difference in credit on your account that can be applied to future purchases.

A: I usually add something after the sale price to indicate what kind of sale it is. Permanent Price Drop is a permanent drop in price, so this is the new base price for this item. Temporary Sale is a sale whose expiration date is not specified in the PS Blog post or by the publisher/developer, but most of these sales end after one week. Persistent Deals are PlayStation Plus deals that are always available to PlayStation Plus members and are usually adjusted when they go on sale to everybody else, so you probably shouldn't jump on them right away as a member.
