No, it's a coupon for the game to be bought and activated on Uplay - not steam. However, since the steam version of the game uses Uplay anyway the non-steam version actually has one less layer of DRM. [Also, you can add your installed non-steam games to your Steam library if you still like to keep a list on and launch from steam anyway.]
