You apparently need to have been on the emailing list for this particular game to get the email with the free copy. And since only people who already own the game would bother putting themselves on that email list, it's mostly people who already own the game who are getting a free copy.

If people are getting spare codes, I would really like one.  I would be happy to make an equitable steam trade if need be.
