Yes the $5 off stacks with the mail-in-rebate. They have in the past and I contacted Newegg via chat support, they assured me they stack, and I saved a transcript of the chat log.
And yes, I know it got terrible reviews. But apparently there have been plenty of official patches that have made the game good. There are also fan patches that supposedly make the game great.
The physical copy also includes a Steam code.
