The price at Gamestop has been noted back in February so that's a permanent price. As for Amazon, it's a third party seller but fulfilled by Amazon and I've never seen a third party seller give discounts outside of a code for a % off here and there.

 
I remember i bought a copy at Toys R US when it was on clearance which stacked the Halo Reach card discount. 

 
I called a few local GameStops, apparently not a single one has it in stock (which makes sense if this was a permanent price drop from February). So I ended up buying it from the third party seller from Amazon using a gift certificate. I just have to say that damn those copies went down quickly, it went from 21 to 4 copies in like 5 minutes. Anyways thanks OP.
