Want a Bigger TV

I have a 32 inch Insignia TV and would like to upgrade to at least a 40 inch.

When would be the best time to buy a TV/What are the best deals on one?

My budget is $350.

EDIT:

Sorry! I would prefer 1080p resolution, any brand is fine with me. Preferably 3 HDMI ports

Traditionally the week before and around Superbowl Sunday is a great time to buy (this may also be because it usually coincides with the old models being phased out).  You'll need more details, though... what kind of tv, what resolution, etc.?
