Your link says dancing hampster. Where else is The 80 Percent claim sourced? If you listen he is parsing the statement or it might be mistake.

If you watch the video it's reported there, if you live in CA it's believable. You wouldn't believe how many of these work comp clincs there are.

The GAO estimates that 1.27% of disability insurance payments are fraudulent. Granted there may be more fraud at the state level from various state agencies but that's a hell of a gulf between 1.27% and 80%. As mentioned by Willardhaven, I'd be hesitant to take the casual remarks of the fraud investigator as gospel.

SSA estimated its [Disability Insurance] overpayments in fiscal year 2011 were $1.62 billion, or 1.27 percent of all DI benefits in that fiscal year.
 
I find it hard to believe 80% are fraud based, but then again, I suppose it's possible. I've heard of a lot of people who abused the system to get an easier life, while the ones suffering lose out sometimes.
