You don't follow Pokemon games much then. $25 for even a previous gen Pokemon game is uncommon.

these games have been sub 20 at least 3 times this year either price mistakes or buy 1 get 1 at best buy

That doesn't mean they were $20 legitimately or on their own. Obviously a game will be half off through a B1G1.
