Yes they said this in the FAQ section of their recently announced digital upgrade program, that "Yes. Whether you participate in this program (Free Digital Upgrade) or not, your Guardians, progress, stats, and gear are shared within a console family (PlayStation®3<->PlayStation®4 or Xbox 360<->Xbox One) and will be waiting for you when you transition to next-gen."

characters transfer between 360/xbox one and ps3/ps4 HOWEVER ONLY THE DIGITAL VERSION GIVES YOU BOTH COPIES OF THE GAME.  If you buy the disc, whether its standard, LE, or ghost you have to buy a second copy of the game if you want to play on both.  

The season pass will also transfer however so you only need one copy of that - ie one $150 ps3 ghost and one ps4 regular $60 copy if you want to go physical, but only buying the digital version of the game gives you a free copy on both ps3/ps4 or 360/xbox one.
