What is this white powder on the center of discs from Gamestop?

I ordered 3 games from Gamestop and all three have this white powder crap on the center ring of the disc. What the hell is it? I don't want to put the games into any of my systems because I'm afraid it'll flake off and ruin the system, but I can't seem to clean it off either.

It's residue from a buffing machine. Many games don't have the center ring sealed tight and that junk gets in there when you run those games through a buffer. I can't speak from experience if it will cause issues, but I know it looks nasty.

This is correct. And yes, it causes major issues. The games usually do not work. I don't know if they will damage the system, but when Gamestop sold Gamecube games for 75% off, I bought tons, and 90% of them didn't work. There was only one Gamestop in the area who sold Gamecube games and the DM worked there. He got pissed off that I kept returning those games. But that's a story for another day. I'd return or exchange them.

 
I've bought tons of games that have been rebuffed and never had an issue with any of them. Almost every mom & pop or used game store I've been to uses them.
