Any 2.5" HDD will work with either PS3 or PS4. 1TB is easily manageable in the PS4 (I expect when 2TB drives become more compact, well designed, and reliable to use in laptops, they will be too). The 8GB cache the drive has is mostly for flash storage. It takes files that are read more often, caches them into the flash partition, and uses that to increase loading speed. The drive likely is a 5400RPM (which is why its so cheap; a 7200 RPM would surely tack on $20-25 to the cost). But a PS4 will use this just fine.
