Xenoblade Chronicles 3D pre-order $36 shipped at newegg

Exactly correct, the New 3DS has a stronger processor that is able to play the game since it was a high powered game on the Wii, so older generations of 3DSs will NOT be able to play the game, so far, it is the only New3DS exclusive announced, but it is heavily rumored that the new Fire Emblem game will follow suit

But the price is ok if you like preordering from NewEgg and you don't have GCU at BestBuy (which would make it $31.99)

I believe this is the first of the "next gen" 3DS titles to come out, only the "New 3DS" can play them.

so yes, your "old" 3DS is obsolete in a way.
