Someone can correct me if I'm wrong since I don't own a ps4 or xbox1, but this is what I read about region locking:

1) All ps4 games are region free (unless the developer decides to lock the game, which is rare).  Furthermore, all dlc is region free, but generally the region of the dlc must match the region of the game (i.e. for a uk game, you can download UK dlc if you create a UK account). This is the same policy as what was followed on ps3.

2) All xbox 1 games are region free, assuming they are physical discs.  However, Microsoft more recently region locked digital games and dlc.

Movies and music are region locked, though, for either system...
