I really want to play it but I'm thinking it will go on sale or even get a complete edition or Goty edition

I think that would be covered under the word "discussion."
To answer your question though, go buy The Witcher 3: Wild Hunt right now! It's amazing and all the DLC will be free! Play this game while it's relevant and people are talking about it. Don't wait and pick it up when a ton of other titles are coming out in the Fall.
There's usually only 2 culprits that fall into this category.
