Is this for the PS3 version also?

Also, what's better-- to pick up the complete edition with all the DLC, or buy this cheap version and buy the DLC?

 
I think the weekly ad said Bioshock was PS3/360 when it first dropped, but PS3 has been de-listed from their site. So good luck finding it, and you can't pricematch it.

If you know you want all the DLC, buying the complete edition is probably better. Its gone on sale a few times for $25, and I think the season pass costs $20.

But for $3.50 I think it's fair to just pickup the standard edition, and wait for the complete edition to drop
