Xbone children's accounts

Any help is greatly appreciated. I'm getting locked accounts for my kids accounts because I can't verify them even w/ the passwords. They also request a phone confirmation or second email or whatever. They're under 9 years old & I just want them to have everything under my account so I only need to verify everything w/ my Gold account. I live abroad as an expatriate, so some verification options, such as phone numbers, are not applicable. I'm so sick of the constant request. Under their settings I gave them unlimited access because I found myself having to give permission for almost every game. That still didn't solve the problem.

Is there a way I can alter the settings so I would never have to verify their accounts on my home console? I'm training them early, lol, they're already top 3 in 150cc in Mario Kart but Halo 5 co-op is on the menu, thanks guys.
