When can you add a steam signature on your profile?

Been a member for about a month or so, and relatively active on the forums.

My profile says 0 images allowed under signature, which means I cannot link my steam signature in there.

Why is it the case, and what is there to do to resolve that?

Wait until 12/3/15. I think you need to be CAG in Training which takes 1 month from account creation.
