Are they supposed to charge sales tax on these cards?

Target doesn't charge tax, but the problem with Target is you have to get the price match + Cartwheel for it to be better (very YMMV), or get them to include the GCU (also YMMV) since the list sale price is $39.99.

Ended up just getting both Xbox Live and PS+, $75 total. Good backup if finances get tight, as long as you have the Internet and power, GWG and PS+ go you covered for new games every month.
