Scam, Do Not Buy from vpganarchy!

This is my first transaction on this site and I was scammed by the user vpganarchy. I bought from him an Until Dawn DLC code. He never sent the code and did not respond to any messages after I paid. I waited a few days, then opened a PayPal dispute. He then claimed he had been in the hospital but the code was mailed out June 1. I asked him why he didn't just send the code electronically, and what address he sent it to, since he never asked for my address. He never responded. After I told him if he doesn't reply to my PayPal dispute messages, I will escalate the case to PayPal support. After that, he issued me a refund. However, he apparently does not have sufficient funds in his bank as the refund keeps getting declined, and he refuses to respond to emails or messages, so I still have not gotten my money back and do not have the code.
 
It's kind of a strange situation, and I'm not really sure what to make of it since there are parts in your story that seem fairly conspicuous.

Your original post for the deal was made on May 2,2016.

The user in question joined on May 22, 2016.

Your op was never bumped at all since you made the original post, so that means that the new user who joined would have had to browse back numerous pages in the trade thread, and specifically find your thread to make the offer on the deal for the DLC.

The timeline in all of this is just incredibly inconsistent.  The only thing I can think of is that the person literally just sat here for two to three weeks, browsing through trade threads until he finds someone who he feels he can scam, and then jumps on them.  Kind of a stretch, but it's certainly more believable than his sudden onset of surgical procedures.  Of course this would also mean that he is a complete and total douche.

As far as the refund goes, you can just email Paypal to get the funds refunded to you, assuming you haven't closed your case yet.  If Paypal rules in your favor, regardless if they have the funds in their account or not, you will receive your refund, and Paypal worries about recouping those funds from the buyer.  If your dispute is still open, do not close it, and contact Paypal to push it through to get your refund.

Message a mod to help resolve this issue.

But that would mean that the user specifically signed up for an account 3 weeks later, and then decided to searched with the specific motive to find a person looking to buy Until Dawn DLC, and then make the trade.

It's not a question of using the search, it's a question of how someone was even able to find that specific thread, and then go through with a scam.

He doesn't even have a post either.

It's just a fairly odd situation.

Do not conduct trades with CAG Newbies in the future. They can't post in the trading forum for a reason. It appears you tried to circumvent that restriction by posting your trade thread in the non-gaming deals forum, too.

I did not realize there was a restriction preventing me from posting in the trading forum, I just tried to post in there, couldn't figure out how to, so picked the closest substitute. I shouldn't have done that.
Honestly I'm more pissed that I didn't get the code than that I got scammed, since I've been looking for this code for a long time. I posted again (this time in the correct forum) looking for one but will make sure I don't buy from a newbie.
 
Also, I called PayPal today. At this point I've gotten two emails saying the refund was declined by his bank. They said they can't just issue me the refund yet but if his bank rejects the transaction again they will automatically refund me and give him a negative PayPal balance. They told me to wait until June 21st and then to call back if I haven't gotten the refund.
