Are some PayPal transactions on Craigslist safe?

I know about the high-priced scams, but what about cheap stuff? Someone in the next county wants to buy something that's quite inexpensive but the cost of time and travel to meet up would actually exceed the cost of shipping, so he wants to PayPal and have me ship it. He claimed to be too busy to meet up the day I happened to be about halfway to his city.

I tried looking this sort of thing up online but it's just stories about people freaking out over the obvious expensive scams instigated by out of state or out of country buyers who make vague and general comments about what they want to buy, but we're talking less than $10 here. Could this be legitimate interest? Or is there some possible ulterior motive here?

 
With paypal it has pretty much the same risk as eBay (except no feedback). You will have to ship it to the verified address and if he doesn't like what he sees he can file a not as described and return it. I sold once or twice way back on craigslist with Paypal with no problems. I've done multiple purchases or higher priced items online just through paypal (forum members, comic artists, etc.) without problem.
