Do you have to be online to play, save and load backwards compatible games on the Xbox One?

The reason I ask is simple, I just installed a few games and noticed only the "Cloud" is available for saves. I've tried looking up the information on what I asked, and have gotten multiple conflicting answers.

We've been having spotty internet as of late, and didn't want to start something only to have the net go out and be unable to save it.

You can play BC games just fine. It will save local then upload to the cloud once it's connected. I do this once a month since I have no internet at the house and only connect online when I take the One to work with me.
