Super Mario Maker 3DS and Best Buy Pre-Owned Question

So, I don't buy 3DS games too often, but I think I'm finally going to give in and get Super Mario Maker since the price doesn't look to be falling anytime soon.  What's the best price this has been and/or the best deal I can expect?  New doesn't seem to have gone on sale, but maybe I can  get a deal with a coupon somewhere?

And for pre-owned I see Best Buy has it or $29.99.  I know GCU gets an extra 10% off but I don't have GCU.  Is it possible for someone with GCU to order it on my behalf and I just go pick it up in store?  Also, what condition are pre-owned games at BB?  Can I expect a crapshoot like GS and possibly get the game with just the cartridge in a generic case?

 
The game hasn't been out that long for the 3DS, so trying to find a deal on it for now is still too early.  It's not like the WiiU version, which had been out for a considerably longer amount of time.

It basically missed the holiday sale season since it was released late last year, so didn't even have much of a chance to go that cheap.

I'd say to just keep an eye out for now, there will most likely be some drops towards the end of this year.

As far as completeness goes with BB, it's YMMV.  From what I see in-store, it's always about a 60%-70% generic casing when it comes to pre-owned games.
