is it safe to buy pre sale items from ebay?

there are few games i am looking forward to and they have a decent buy it now price but the seller says it's pre sale and item will be shipped to him on august 25th and than he will ship it and in total asking for 20 days from the day of his delivery

does it work like or or is that a scam

Can't really get scammed on eBay. If the seller doesn't deliver you'll get your money back.
