Can my laptops 960m output to 4k through hdmi to a 4k tv?

Outputting to 4k yes, HDR - maybe.  Theoretically the GTX 960 supports it but I'm not sure if the 960m does.  I say this because the 960 is the lowest model that supports it.

 

Now, does your OS support it?  That's the second question.  Then does the TV input you are using support it.

 

So for streaming maybe....for gaming, there is no f in way.

for video maybe. gaming no. video 4k and gaming 4k are 2 different things

I just upgraded to 1070m on new laptop.  Should be able to do it.
