What Game Is This? (Images/Details inside. Didn't know where to post this)

Alright, I'm looking for two games.. and I do not know their name..

I didn't know where to post this.

The first I have a GIF from, it was sent to me by my roommate asking me to find it for him.



I think it's either Dead or Alive, or Rumble Roses, but I don't know.

The second is an old old game from the 90s.

I remember advertisements for it everywhere in PCGaming talking about
"Most games expect you to be in two places at once, we expect you to be in three!"

All I know was it was either a top down or isometric game, but other than that.. I've not been able to find the game, the tagline or anything.

Honestly I don't think it's Dead or Alive... and it's not Rumble Roses XX that I know of, I don't recognize the hair. Maybe it's an outfit I didn't buy/unlock though...

Not a bit. I did some searching but there's a whole host of RTS PC games that use a similar tag line.
