I am thinking about upgrading from an original PS4 to a Pro, but I'll probably wait until it goes on sale if I can get a good deal.

How often does it go on sale and what is a good sale price to be on the lookout for?

 
I've seen a good number of on-line sales recently. I think you will another soon. I doubt Sony wants to let any potential 4k buyers to pick up the X. Just my thoughts.
 
Also. Target is offering 15% off via the cartwheel app. And another 5% off with red card if you have one. It is mentioned you can get the debit version of the card. All the benefits but takes from your bank account instead of using credit. Just an option.
 
Do we think Gamestop will run another $200 upgrade credit promotion again, or am I just screwed for missing it the last time?

 
I think there is a gamestop pro day this weekend, they usually have a good trade in promo when that happens.  Try trading in your current ps4 in for a pro then?
