It's odd, but my local GS actually has non-US games on shelves. Not a bunch (and almost all PAL), but a few here and there.

Not sure if they're more lax on purpose, or just too lazy to care.

Probably laziness/lack of knowing what they're doing. They're not supposed to take anything other than ESRB-rated games.
