They mean not eligible for themselves. I'm not eligible either. This might be targeted.

Oh I see, it says "exclusively for new gift card customers".

You could still try to put in the promo code 19GIFTCARD with the gift card purchase at checkout and see if it works.

Edit: yeah my bad I didn't read the details lower on the page it says

Terms & Conditions In order to qualify for the promotional credit, you must: (1) be the recipient of the corresponding offer (either via email or on Amazon.com); (2) purchase at least $50 in Amazon Gift Cards ("GCs") in a single order at Amazon.com between July 25, 2019, and December 22, 2019, 11:59 PM (PT); and (3) enter the promotional code "19GIFTCARD" in the "Gift Cards & Promotional Codes" box when you check out, or click the button to add the coupon to your account.

Anyone have details yet on what may be excluded from the promotional credit? They make it sound like it's just a free $15 but usually many items won't trigger it to appear in your cart.

 
I got the credit but what sucks is the item(s) you purchase has to be sold by Amazon not a third party seller or the credit won't apply, won't even apply to a gift card either. So I'm kinda screwed the two items I need are by third party sellers. 

Edit: I got lucky figured out 1 of the 2 items was being sold by Amazon so I switched it to that and it applied the credit even though the other was not sold by Amazon.
