Its suppose to be the dog version of Tweety bird or as the ad says Mutant Plush tweety dog.

I'm pretty sure I remember an episode where the bulldog was chasing Sylvester who in turn was chasing Tweety Bird and some mad doctor switched there heads around. They could have somehow made a stuffed animal out of that episode.
