that's Masami Okui... she's an incredible artist and makes a lot of anime songs. She's one of the best PERIOD.
a lot of her more recent stuff has a rock vibe to it, but she's been making music since early 90s and has a TON of classic material. If u watch anime, especially older 1995 era stuff, you've prolly already heard lots of her
