Short answer: add all the free downloadables from Xbox 360 GTA V to your queue. Then refresh the GTA V XB1 store page and the discount should appear!

(disclaimer: not clear if you need to have played the 360 version or collected any achievements, or if you would qualify for the discount by adding the free content without ever playing the game).
