Grab the transform tool (Q key) then you should be able to drag the rotation point where you need it, and do the rotation.

I can't say that the start/select placement is too odd considering they were in almost the same spot on the original GBA. (on the d-pad side rather than the button side) Though, I've never played an original GBA so take that with a grain of salt.

I would check out Windows Movie Maker, like DMFunk suggested, and see if there is any option to import the footage from the camcorder. Look for menu options like "Capture" or "Log and Capture" or "import from camcorder" something like that. Also you'll need to have your camcorder turned on...
