You can buy your games with MS points or CC or charge them to your Phone bill. When you go to check out there is an option to change your payment method. I was on the phone with MS and they told me you can use MS points to purchase games instead of using your phone bill.

You can remove it by going to your account settings on the website. It's really easy to remove it from the website. You can't do it from dashboard.
